• Provide administrative, management and technical leadership to a small team of QA engineers to perform a wide range of Quality Assurance & Quality Control functions • Establish development plans to assure QA engineering staff are appropriately trained to achieve quality and project performance objectives • Implement quality assurance best practices through continuous improvement • Promote, nurture and assure a mature and healthy Nuclear Safety Culture and Safety Conscious Work Environment across all functions in China • Drive safe, error free performance and a safety conscious work environment through active use and promotion of Human Performance tools and organizational learning • Further the development and implementation of Global Management System to support company business growth in China and Asia as applicable • Monitor implementation of the company’s Global Management System for the delivery of Instrumentation & Controls (I&C) Systems; Decommissioning, Decontamination, Remediation and Waste Management (DDR&WM) services; and other product and services supplied to China’s commercial nuclear power industry • Recommend and implement solutions to quality problems, ensure swift and thorough corrective and preventive action. • Interface with Westinghouse Quality organizations around the world organization to ensure compliance and consistency of Quality processes, and to share best practice and organizational learning • Coordinate oversight at specified suppliers in China to confirm contract compliance with technical and quality requirements • Interface with customers, regulators, and industry organizations on behalf of company, and influence appropriate industry quality changes and improvements • Ensure effective change management, keeping clear and open lines of communication with Quality Manager, regulatory agencies, customers and suppliers as appropriate • Develop department budget and control expenditures to remain within budget • Development of cost estimates for quality assurance activities as input to marketing proposals
• At least 10 years of progressive quality assurance experience required. • Certifications such as IPC-A-610, IPC-A-620, Non-Destructive Examination, quality engineering, quality management, or auditing is beneficial • Broad knowledge of nuclear quality assurance regulations, codes and standards. • Deep working knowledge of ISO 9001, HAF003, HAF601, HAF604, ASME NQA-1 1994, ASME B&PV Code, State Council Order 500, and associated regulations and standards is preferred. Knowledge of IAEA GSR Part 2 is highly desirable. • Knowledge and application of INPO Principles for a Strong Nuclear Safety Culture, Principles for Excellence in Nuclear Project Construction, and WANO Traits of a Healthy Nuclear Safety Culture. • Knowledge of engineering, manufacturing, fabrication and testing work processes, general business acumen.
